RDC Contract Review, Fiscal Year 2005

This RDC contract review by the Office of Decision Support Systems includes elements in the ‘Data’ section of the Coordinated Planning Work Program (CPWP) contract.  In FY 2005 elements include input of comprehensive plans into PlanBuilder as well as Community Facility map and Land Use map updates, and regional plan updates.  The review also covers GIS elements in the Discretionary Work Program (DWP).  Please note that our contracts generally require that all DCA-funded projects involving GIS work, the RDC must also prepare and deliver GIS metadata to the client local government as well as to DCA. See Appendix A:1, bottom of page for contract deliverable schedule and details.  DCA Planners should forward maps and/or digital GIS deliverables to the Office of Decision Support Systems for review.

Q4 = Problems with Quitman and Randolph Counties land use maps: unknown boundaries used. Existing land use map for Quitman County has been clipped with the Census boundary, but there is a large area in the northeast part of the county that has not been mapped with any land use value. This should be addressed. The Future land use map appears to be unchanged, i.e., it still uses some unknown boundaries and has no Level 2 land use codes, nor a description field, and has the same unmapped area in the NE corner of the county. The plan date fields are incorrect (they contain a default time but no date). The Randolph County land use maps (including the separate maps for Coleman, Cuthbert and Shellman) still have several problems. The county boundaries are still unknown and leave many areas, particularly along the boundary formed by Ichawaynochaway Creek, with no mapped land use values. There are extensive linear areas as unmapped 'holes' with no land use values. These areas should be part of the map and coded as transportation features. The plan date fields are null.
