Software Tools for LUCA

Master Address File / TIGER Partnership Software is a free desktop GIS package that will be distributed by the Census Bureau with the LUCA review materials to participants. Be sure and check the option on the Census Bureau’s LUCA registration form to receive this tool.

ESRI Census Tools for ArcGIS, a free extension to help local governments complete the Census Boundary and Annexation Survey and LUCA programs.

CommunityViewer software provides critical tools to geocode address lists, as well as to parse and format local address lists into the Census Bureau required format. The RDC LUCA Coordinators will be equipped with these essential tools.
